Author Guidelines
The journal “Proceedings of the Southwest State University” accepts for publication original articles, reviews, reviews and discussions relevant to the subject of the publication.
By submitting the manuscript of an article to a journal, you acknowledge that it is an original work and that neither this manuscript nor its version has been published elsewhere or is not considered for publication elsewhere.
The author is responsible for the legitimate use of figures, tables and text from other sources. This applies to both direct and “secondary” reproduction (including the translation of significant text objects into Russian).
By submitting your article to the journal Proceedings of the Southwest State University, you agree to any necessary originality checks that your article can pass through the review and editing stages.
I. Recommendations to the author before submitting an article
Submission of an article in the journal "Izvestia Southwestern State University" implies that:
- the article was not published earlier in another journal;
- the article is not pending in another journal;
- all co-authors agree with the publication of the current version of the article;
- all co-authors agree with the publication of the article in the public domain on the Internet; on the website of the journal, the official website of the Scientific Electronic Library eLIBRARY.RU, etc.
- Before submitting an article for review, make sure that the file (s) contains all the necessary information in Russian and English, the sources of information posted on the figures and tables are indicated, all links are correctly formatted.
The topic of the article should correspond to the content of the journal, as well as one of the main categories.
To the manuscript of the article are attached:
1. License agreement on granting the right to use the article on a non-exclusive basis.
2. An expert opinion from an affiliate on the possibility of publishing an article in the open press.
3. A completed online application form containing: information about the authors in Russian and English, which contain: full name; information about the academic degree, academic rank, position; name of the structural unit and organization; Organization mailing address, including postal code email addresses of authors. The responsible author is highlighted in bold, with whom the editors of the magazine will make contacts on all emerging issues (be sure to indicate the phone number). In the information about the authors, it is desirable to indicate the identification code ORCID. Those who do not have a unique ORCID should get it by registering at http://orcid.org.
Only a full package of documents allows you to register an article.
On the title page of the article are placed (in Russian and English):
i. The name of the author (s) is given in Russian and English.
Authors are people whom the scientific group has identified as the main participants in the stated work and who agreed to take responsibility for their work. In addition to responsibility for his part of the work, the author should be able to indicate which of his co-authors is responsible for other parts of the work.
The journal Izvestia Southwestern State University accepts the following authorship criteria:
1. A significant contribution to the design and design of the study, data collection or analysis and interpretation of data.
2. Preparation of an article or its critical review in terms of meaningful intellectual content.
3. Final approval of an article for publication.
The list of authors does not include people who are not the authors of the article. The names of people who are not authors, but who provided different support, are indicated in the "Acknowledgments" section.
In English, when indicating the authors of the article, the format “First name, initial of patronymic, last name” (Ivan I. Ivanov) is used. Surnames in English must be indicated in accordance with their spelling in ORCID ID, passport or as it was indicated in previously published articles. If the author does not have a passport and / or publication, the BSI standard must be used to transliterate the surname and name.
ii. Information about the author (s) Provided in Russian and English.
This section lists the academic degree, title, position, ORCID ID, Researcher ID, other regalia, e-mail. The responsible author is highlighted in bold, with whom the editors of the magazine will make contacts on all emerging issues (be sure to indicate the phone number).
iii. Affiliation of the author (s) Provided in Russian and English.
Affiliation includes the following information: full official name of the organization, full postal address (including zip code, city and country). Authors need to indicate all places of work related to the study.
If several authors took part in the preparation of the article, it is necessary to indicate the affiliation of each author to a particular institution using a superscript.
The official English name of the institution is required for the information block in English.
iv. The title of the article is given in Russian and English.
The title of the article should be brief (no more than 10 words) and accurately reflect the content of the article, topics and results of the research. The writing style is lowercase.
v. Abstract Provided in Russian and English
Recommended volume of structured annotation: 200-250 words. The annotations should clearly indicate and disclose the following components:
1) Purpose of research;
2) Methods;
3) Results;
4) Conclusion.
The above parts of the annotation should be highlighted with the corresponding subheadings and the relevant information should be stated in these sections. The annotations should not include the first introduced terms, abbreviations (except for the well-known), references to the literature.
vi. Keywords Provided in Russian and English.
5-7 words on the topic of the article.
All bibliographic databases can search for articles by keywords. In this regard, they should reflect the main provisions, achievements, results, terminology of scientific research.
vii. Acknowledgments Provided in Russian and English.
In this section, if necessary, all sources of research funding (organizations that have provided financial support), as well as thanks to people who participated in the work on the article but are not its authors, are indicated. Participation in the work on the article implies: recommendations for improving the research, providing space for research, departmental control, obtaining financial support
viii. Conflict of Interest Provided in Russian and English.
Conflict of interest - these are the conditions under which people have conflicting or competing interests that can influence the editorial decision-making. Conflicts of interest can be potential or conscious, as well as real ones. Personal, political, financial, scientific, or religious factors can affect objectivity.
The author must notify the editor of a real or potential conflict of interest by including information on the conflict of interest in the appropriate section of the article.
If there is no conflict of interest, the author should also report this. Example wording: "The author declares the absence of obvious and potential conflicts of interest related to the publication of this article."
ix. Article text in English or Russian
The journal adopted the IMRAD format.
Manuscript text format. The text should be printed in Times New Roman font, have a size of 14 pt and line spacing of 1.0 pt. Indention - 1.5 cm, alignment "in width", color "black"
Highlighting in the text can be done ONLY in italics or bold letters, but NOT underlining. It is necessary to remove all repeated spaces and extra line breaks from the text (for example, in automatic mode through the Microsoft Word “find and replace” service).
Lists and lists do not use the automatic numbering of a text editor.
The file with the text of the article, uploaded to the manuscript submission form, should contain all the information for publication (including figures and tables). The structure of the manuscript should follow the template: Authors of the article; article title; name of institution (indicating city and country); abstract of the article; keywords; text of the article; list of sources used.
The full text (in Russian, English or both languages) should be structured into sections. The structure of the full text of the manuscript devoted to the description of the results of original research should correspond to the generally accepted template and contain sections:
- Introduction (with the highlighted purpose of the work);
- Materials and methods;
- Results and its discussion;
- Findings.
x. Picture
Pictures must be of good quality, suitable for printing.
All figures must have captions in Russian and English. The English version of the signature should be placed after the signature in Russian. The inscriptions in the figures are also given in two languages.
Figures are numbered in Arabic numerals in the order in the text. If there is only one figure in the text, then it is not numbered.
References to the figures are made out as follows: “In Pic. 3 it is indicated that ... "or" It is indicated that ... (Pic. 3). "
The caption signature includes the serial number of the figure and its name. Aligned to the center: “Pic. 2. Description of technical processes. ”
The dot after the caption is not put.
Illustrations embedded in the text should be made in one of the standard formats (TIFF, JPEG, PNG) with a resolution of at least 300 dpi. Drawings made in MS WORD are not valid. Figures are embedded into the text through the option "Insert-Image_From the file" with the wrap "In the text" with alignment to the center of the page without indentation. Other insertion and flow technologies are not allowed.
xi. Screenshots and photos
Photos, screenshots and other non-illustrated illustrations must be downloaded separately in a special section of the form for submitting articles in the form of * .jpeg, * .bmp, * .gif files (* .doc and * .docx - if additional marks are made on the image ) Image resolution should be> 300 dpi. Image files must be given a name corresponding to the number of the picture in the text. In the file description, you should separately provide a caption in Russian and English, which should correspond to the name of the photograph placed in the text. The English version of the signature should be placed after the signature in Russian.
xii. Tables
Tables should be of good quality, suitable for printing. Editable tables are preferred rather than scanned or in the form of drawings.
All tables must have headers.
The names of the table, columns and rows should be given in Russian and English. The English version of the table title should be placed after the table title in Russian. The English version of the column and row headings should be placed after the corresponding headings in Russian.
Tables are numbered in Arabic numerals in the order in the text. If the table in the text is one, then it is not numbered.
References to tables are made out as follows: “In table. 3 it is indicated that ... "or" It is indicated that ... (Table 3). "
The table title includes the serial number of the table and its name.
Aligns to the center.
The dot after the table header is not set.
xiii. Formulas
For a set of formulas and variables, you should use the MathType formula editor version 5.2 and higher with sizes: regular - 12 pt; large index - 7 pt; small index - 5 pt; the large symbol is 18 pt, the small symbol is 12 pt.
Please note that the dial strip is 75 mm. If the formula is larger, it needs to be simplified or split into several lines. Formulas embedded as an image are not allowed. A set of formulas from constituent elements, where part of the formula is a table, part is a text, part is an embedded frame, is not allowed.
All Greek and Russian letters, designations of trigonometric functions in formulas and text are typed in direct font, Latin letters in italics.
Decimal digits in Russian-language texts are typed separated by commas (0.5), and in English -year through the period (0.5).
The article should contain only the most necessary formulas, it is advisable to refuse intermediate calculations.
xIv. Acronyms and abbreviations
Abbreviations should be avoided. All abbreviations in the text should be decoded, with the exception of a small number of commonly used. The terms, units and symbols used in the article should be generally accepted and included in the International System of Units of Measurement (SI). Abbreviations should be deciphered at the first mention of them in the text
xv. Shovels
Footnotes are numbered in Arabic numerals, placed page by page. Footnotes may include: links to anonymous sources on the Internet, links to textbooks, manuals, state standard specifications, statistical reports, articles in socio-political newspapers and magazines, abstracts, dissertations (if it is not possible to quote articles published based on the results of a dissertation research ), comments by the author.
xvi. References
The bibliography is given in Russian and English in the form of two different sections entitled LITERATURE AND REFERENCES.
The list of references to the article is obligatory and must contain at least 20 sources.
The list of references must contain references to modern sources (not older than 5 years at the time of publication of the article). References to earlier works are permissible only if necessary. Reference books not older than 10 years.
It is necessary to include in the list of references used sources of foreign authors.
The list of references includes only peer-reviewed sources (articles from scientific journals and monographs) referred to in the text of the article. It is undesirable to include abstracts, dissertations, textbooks, teaching aids, state standard specifications, information from websites, statistical reports, articles in socio-political newspapers, websites and blogs in the list of references. If you need to refer to such information, you should put the source information in a footnote.
References to unpublished works are not allowed.
Self-citation should not exceed 15-17%.
The magazine uses the Vancouver citation format, which implies a reference to the source in square brackets and the subsequent mention of sources in the list of references in the order of mention. The page is indicated inside the brackets, separated by a comma and a space after the source number: [6, p. eight].
When describing a source, its DOI should be indicated (as a link, for example: https://doi.org/10.21869/2223-1560-2019-23-2-8-17), if you can find it. If the quoted source does not have DOI, but is located on the Internet, its access address should be indicated.
In links to articles from journals, the publication year, volume and number of the journal, and page numbers must be indicated.
All authors should be presented in the description of each source.
Links must be verified, the output is checked on the official website of magazines and / or publishers.
Making a list of references in English. When compiling a list of literature in English, after describing a Russian-language source, at the end of the link is an indication of the language of work: (In Russ.).
For transliteration of names of authors, names of journals, the BSI standard should be used.

The name of the journal and the name of monographs and collections are in italics, after the initials, periods are put. There is no comma between the author’s last name and initials.
Making translation links to the article and monograph
In general, the structure of the article link looks like this:
Authors (transliteration). [Translation of the title of the article into English in square brackets]. The name of the Russian-language source (transliteration). [Translation of the source name into English in square brackets]. Output with a designation in English or digital only. Indication of the language of the article (in Russ.)

II. How to submit an article for review
The manuscript of the article is sent to the editor through an online form. The file loaded with the article should be presented in Microsoft Word format (with the extension * .doc, * .docx, * .rtf).
III. The interaction between the journal and the author
The editors of the journal are in correspondence with the responsible (contact) author, however, if the team of authors wishes, letters can be sent to all authors for whom the email address is indicated.
All articles submitted to the journal “Izvestia Southwestern State University” are pre-screened by the executive secretary of the journal for compliance with formal requirements. At this stage, the article can be returned to the author (s) for revision with a request to eliminate errors or add missing data. Also, at this stage, the article may be rejected due to its inconsistency with the objectives of the journal, lack of originality, and low scientific value.
After a preliminary review, the executive editor submits the article to the reviewer with the terms of the review. A notification is sent to the author.
In controversial cases, the editor may involve several specialists, as well as the chief editor, in the review process.
With the positive opinion of the reviewer, the article is submitted to the editor to prepare for publication.
When deciding whether to finalize the article, the comments and comments of the reviewer are transmitted to the author. The author is given 3 months to resolve the comments. If, during this period, the author has not notified the editors of the planned actions, the editors withdraw the article from consideration.
When a decision is made to refuse publication of an article, the author is sent an appropriate decision by the publisher.
The final version of the layout is sent to the responsible (contact) author of the article accepted for publication, which he is obliged to check. A response is expected from the authors within 5 business days. In the absence of reaction from the author, the layout of the article is considered approved.
IV. Procedure for reviewing editorial / reviewer decisions
If the author does not agree with the opinion of the reviewer and / or editor or with individual comments, he can challenge the decision. For this, the author needs:
- correct the manuscript of the article according to the justified comments of reviewers and editors;
- clearly state your position on this issue.
Editors facilitate the re-submission of manuscripts that could potentially be accepted, but were rejected due to the need for significant changes or the collection of additional data, and are ready to explain in detail what needs to be corrected in the manuscript in order to be accepted for publication.
V. Editorial action in case of plagiarism, fabrication or falsification of data
In case of detection of dishonest behavior by the author, plagiarism, fabrication or falsification of data, the editors are guided by the rules of COPE.
By “dishonest behavior” the Izvestia Southwestern State University journal refers to any actions of a scientist, including improper handling of objects of study or intentional manipulation of scientific information, in which it ceases to reflect observational studies, as well as the behavior of a scientist that does not comply with accepted ethical and scientific standards.
The journal “Izvestia Southwestern State University” does not classify “misconduct” as partial errors or particular discrepancies in the design, conduct, interpretation or evaluation of research methods or results, or unfair behavior unrelated to the scientific process.
VI. Bug fixes and article recalls
If errors are found in the text of the article that affect its perception but do not distort the stated research results, they can be corrected by replacing the pdf-file of the article and indicating an error in the article file itself and on the article page on the journal website.
In the event that errors are found in the text of the article that distort the research results, or in the case of plagiarism, detection of dishonest behavior of the author (authors) related to falsification and / or fabrication of data, the article may be recalled. The initiator of a review of an article may be the editorial board, author, organization, private individual.
The recalled article is marked with the sign “Article recalled”, the article page contains information about the reason for withdrawing the article. Information about the recall of the article is sent to the databases in which the journal is indexed.
