Editorial Policies

Aim and Scope

The journal was created to present the results of research, scientific-practical and experimental activities to the general scientific community.

The thematic focus is represented by a wide range of scientific problems, covering research in the field of machine building, computer science and engineering, construction and architecture.

The journal as part of the Russian and university scientific information system participates in solving the following tasks:

  • formation of scientific and innovative components of the university environment and promotion of the main achievements of modern science;
  • encouraging the use of new scientific developments and ideas;
  • identification of scientific potential;
  • development of fruitful cooperation, involvement of world-class scientists;
  • introduction of young scientists to scientific activities;
  • conducting scientific debate.

Peer Review Process

All the manuscripts submitted to the editorial staff of the scientific journal “Proceedings of Southwest State University” are subjected to independent double-blind peer-reviewing.A reviewer is given a manuscript without indicating the names of authors. Authors of the manuscript do not know reviewers and receive a letter with comments signed by the Editor-in-Chief.

1. Manuscript reviewingis carried out by the members of the Editorial Boards and editorial staff as well as by invited reviewers –leading experts in the relevant field who have had publications on the subject of the manuscript under reviewingfor the last 3 years. The decision on the choice of a Reviewer for manuscript examination is made by the Editor-in-Chief orthe Deputy Editor-in-Chief. The review period is 2-4 weeks, but it can be extendedat the request of the Reviewer (but not more than 2 months).
2. Each manuscript is sent to one or, if necessary, two Reviewers.
3. Reviewers are notified that a manuscript sent to them is author’s intellectual property and cannot be subjected to disclosure.
4. Each Reviewer has the right to decline to review a manuscriptif there is a clear conflict of interest affecting the perception and interpretation of manuscript data. Based on the results of the manuscriptreview, aReviewer gives recommendations on the future of the manuscript (each decision of a Reviewer is justified):

  • The manuscript is recommended for publication in its current form;
  • The manuscript is recommended for publication after correction of the deficiencies noted by the Reviewer;
  • The manuscript needs additional reviewing by another expert;
  • The manuscript is rejected.

5. Review copies or motivated rejection are sent to the authors of the submitted materials.
6. If a review of themanuscript contains recommendations for content improvement, then the editorial staffof the journal sendsthe reviewcopy to the author for revision with a proposal to take the recommendations into account when preparing a new version of the article, or to reject them (partially or completely) in a well-argued manner. The revisedmanuscriptshould besent back to the Editorial and Publishing Departmentat least two months after the date of sending the authors an electronic message concerning the necessity ofmaking changes. The revised manuscript is sent for reviewing again.
7. In case the authors' refusal to revise the materials, they must, in writing or verbally, notify the Editorial office of their refusal to publish the manuscript. If the authors do not send the revised manuscript after 3 months from the date of sending them a review copy, even in the absence of information from the authors refusing to make necessary improvements, the Editorial Board removes the manuscript from the register. In thiscase, the authors are notified of the removal of the manuscript from the register in connection with the expiration of the time allotted for revision.
8. If the author and reviewers have unresolved contradictions regarding the manuscript, the Editorial Board may send the manuscript for additional reviewing. In conflict situations, the decision is made by the Editor-in-Chief at the Editorial Boardmeeting.
9. The decision on the rejection of the manuscriptis taken at a meeting of the Editorial Board in accordance with the recommendations of Reviewers. A manuscript not recommended by a decision of the Editorial Board for publication is not accepted for reconsideration. The message about manuscript rejectionis sent to the author by e-mail.
10. After the Editorial Board approves the decision on manuscriptpublication,the editorial staff informs the author about the approval of the manuscriptfor publicationand specifies the terms of publication.
11. The presence of a positive review is not a sufficient basis for manuscript publication. The final decision concerning manuscript publication is made by the Editorial Board. In conflict situations, the decision is made by the Editor-in-Chief.
12. Original reviews are kept in the Editorial-Publishing Department within five years from the date of article publication.
13. Review copies are sent to the Ministry of Education and Science of the Russian Federation upon the request.

Open Access Policy

"Proceedings of Southwest State University" is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

Publishing Ethics

The editorial policy is based on the compliance with the requirementsof publication ethics when preparing and publishing the journal. They concern all the participants involved in the editorial and publishing process: authors, editors, reviewers, and publishers. The journal editorial staffare guided by the developments of the Committee on Publications Ethics (COPE), Declaration“Ethical Principles of Science Publications” (adopted by the ANRI).

The Editorial Board is directly responsible for preventing unfair practices in publishing activities. All articles in which bad-faith or unethical behaviour of participants is detected will be immediately withdrawn (even after publication).

Editorial ethics provides for a fair and objective peer review process, independent of commercial interests and business needs.

Editorial Board Responsibilities

1. The Editorial Board is responsible for the content of the published materials, their reliability and scientific significance.

2. The Editorial Board accepts for reviewing manuscripts regardless of nationality, gender, religious views or other subjective qualities of authors.

3. The Editorial Board observes Authors’ intellectual propertyrights, not allowing the transfer of copyright materials to third parties, except for reviewers and editorial staff, without agreement with the authors.

4. The Editorial Board ensures the confidentiality and anonymity of reviewing.

5. The Editorial Board does not work with manuscripts in respect of which there is a conflict of interest.

6. The Editorial Board of the journal publishes information on corrections, refutations, and article reviews if necessary.

Authors’ responsibilities

1. The author submits original and previously unpublished materials for consideration and does not send the article to more than one journal at the same time.

2. The author guarantees that the submitted article contains all references to the cited authors and/or publications stipulated by the current legislation on copyright, that the author has obtained all necessary permissions to the results, facts and other borrowed materials used in the article.

3. The author guarantees that the article does not contain materials that are not subject to publication in the open press in accordance with the current legislative acts of the Russian Federation, and its publication and distribution will not lead to the disclosure of confidential information.

4. The author correctly quotes his/her previous works and avoids self-plagiarism in the article and artificial increase of publications’ volume.

5. The author notifies the editorial office of a potential conflict of interest.

6. The author indicates all sources of research funding, including direct and indirect financial support.

7. All the authors must agree to be included in the list of authors (only persons who have made a significant contribution to the study are included) and approve the publication version of a paper.

8. The responsible author acts as a contact person between the publisher and other authors. He / she notifies his / her co-authors of all changes and proposals on the part of the Editorial Board, does not make decisions alone, without the written consent of all co-authors.

9. In the process of preparing the article for publication the author makes corrections to the text specified by the reviewer, conducts correspondence with him/her through the editorial office, responds to comments and remarks.

10. When the Editorial Board makes a decision on the publication of a manuscript, the author reserves the right to its text without any restrictions, and also agrees to transfer the right to its publication and distribution (in electronic and paper versions), including the placement of the full-text version in the Scientific electronic library eLIBRARY.RU and on the website of the journal in the public domain.

Reviewers’ responsibilities

1. The reviewer carries out scientific examination of an article confidentially.

2. The reviewer has the right to refuse from reviewing in case of insufficient qualification or inability to provide a review within the specified period.

3. The reviewer informs the editorial office about the conflict of interest before starting work on an article.

4. The reviewer guarantees the fairness of the review. Any criticisms of a subjective nature arising from a personal attitude towards the author or any other reasons are unacceptable and are not allowed.

5. The reviewer has no right to use knowledge about the content of the work for personal and commercial purposes before its publication, as well as to transfer information about an article to third parties.

6. The reviewer uses only the correct expressions.

Author fees

Publication in “Proceedings of Southwest State University" is free of charge for all the authors.

The journal doesn't have any Arcticle processing charges.

Disclosure and Conflict of Interest

Conflict of interest - these are the conditions under which people have conflicting or competing interests that can influence the editorial decision-making. Conflicts of interest can be potential or conscious, as well as real ones. Personal, political, financial, scientific, or religious factors can affect objectivity.

Unpublished data obtained from manuscripts submitted for consideration cannot be used in personal research without the written consent of the Author. Information or ideas received during the review and related to potential benefits should be kept confidential and not used for personal gain.

Editors should recuse themselves from reviewing manuscripts (namely: to request the Co-Editor, Assistant Editor or to collaborate with other members of the Editorial Board when reviewing work instead of self-reviewing and making decisions) in case of conflicts of interest due to competitive, joint and other interactions and relations with the Authors companies and possibly other organizations related to the manuscript.

Reviewers should not participate in the review of manuscripts in case of conflicts of interest due to competitive, collaborative and other interactions and relationships with any of the Authors, companies or other organizations associated with the submitted work.

All Authors are required to disclose in their manuscripts financial or other existing conflicts of interest that may be perceived as having an impact on the results or conclusions presented in the work.

In case of detection of an undeclared conflict of interest, the Editorial Board reserves the right to refuse Authors to review the manuscript and publication of an article, as well as to consider recalling (retraction) of an already published article.

 

Plagiarism detection

“Proceedings of Southwest State University" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Proceedings of Southwest State University", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Proceedings of Southwest State University" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Data sharing policy

Authors are encouraged to make the research data that support their publications available but are not required to do so. The decision to publish will not be affected by whether or not authors share their research data.

Definition of research data

This policy applies to the research data that would be required to verify the results of research reported in articles published in the journal «Proceedings of the Southwest State University»

Research data include data produced by the authors (“primary data”) and data from other sources that are analyzed by authors in their study (“secondary data”). Research data includes any recorded factual material that are used to produce the results in digital and non-digital form. This includes tabular data, code, images, audio, documents, video, maps, raw and/or processed data.

Definition of exceptions

The data that is not a subject to public disclosure may be delivered as follows: deposited in science data repositories with limited access or preliminary anonymized. An author can also publicly deliver metadata only and/or description of the method of access to the data under requests from other scholars.

Data citation

The Editorial Board of the Journal «Proceedings of the Southwest State University» welcomes access to data under Creative Commons Licenses. Editorial Board of the Journal    «Proceedings of the Southwest State University» does not insist on the obligatory use of Creative Commons in case when the data is deposited in the repositories of the third party. The Publisher of the Journal «Proceedings of the Southwest State University» does not assert any copyrights for the data submitted by the author together with the article.
